Bucharest, April 10 /Agerpres/ - President Klaus Iohannis is asking Parliament to re-examine a law amending and supplementing Law 334/2006 concerning the funding of political parties and election campaigns for 'concordance with the constitutional principles and rules that regard political parties and also for clarity of juridical norms.'

'The law as submitted for promulgation substantially amends and supplements Law 334/2006 concerning the funding of political parties and election campaigns. The need to reform political organisations by establishing an as clear as possible legislative framework for the funding of political parties and election campaigns based on integrity and clarity of juridical norms entails Parliament re-examining some of the provisions in the law amending and supplementing Law 334/2006 for concordance with the constitutional principles and rules that regard political parties and also for clarity of juridical norms,' reads the re-examination request issued on Friday.

At the same time, Iohannis argues that the law as submitted for promulgation poses problems in terms of parliamentary procedures for adopting laws as well as 'the aspect of transparency on parliamentary debates as an intrinsic principle of Parliament's law making function.'

'Article I (1) as well Article 1 (2)(d) of Law 334/2006 introduce the principle of political parties and candidates' independence. Lacking additional clarifications of the content of the notion of ‘independence,' this does not seem correlated with the principle of political pluralism demanded in Article 8(1) of the Constitution. Political parties channel to them political options from the citizens and it is hard to believe they could be independent from political influences,' reads the request for re-examination sent to Parliament.
