[2010-03-17 12:06:54]Man detained over Timisoara airport bomb threat

The Romanian Intelligence Service (SRI) staff took action over a bomb threat in Timisoara (western Romania) early on Wednesday, that however proved to be a hoax, SRI spokesman Marius Bercaru said.

'The SRI took two-pronged action. Firstly it carried out anti-terror checks on the planes, the passengers and their luggage and secondly it operated in cooperation with the Directorate for the Investigation of Organised Crime and Terrorism (DIICOT) in order to identify the person who made the threat', Bercaru told Agerpres.

He confirmed the identification of the person who had made the hoax bomb threat call and said the inquiry will be continued by the DIICOT prosecutors.

The DIICOT prosecutors on Wednesday detained a 49-year-old man, who had made a call of bomb threat at Traian Vuia airport in Timisoara (western Romania) earlier in the day.

The man will be taken to the Bucharest-based DIICOT headquarters for inquiry, judicial sources said.

A man made a call early on Wednesday saying a bomb had been placed on board a plane at the Timisoara airport.

Two international flights belonging to air carriers Wiz-Air and Carpatair, that were to depart from Timisoara to London and Rome respectively, were forced to remain on ground for checks, after a bomb threat call was made early on Wednesday.

The inquiries are being conducted for the perpetration of crimes set in Law no. 535.2004 on the prevention and combat of terrorism, the DIICOT said in a release. AGERPRES

President Traian Basescu stated in Astana, the capital city of Kazakhstan, that Romania can be a partner in the industrial development of Kazakhstan, answering to an invitation extended to this end by Kazakh President Nursultan Nazarbaev.

'Categorically, both countries need to develop their bilateral relationship. Romania can benefit from energy resources and the raw materials required for the production of nuclear fuel for nuclear reactors. On the other hand, Romania can be a partner in the industrial development of Kazakhstan, in the area of oil equipment, nuclear equipment and energy equipment in general,' said Basescu.

The President indicated that the invitation of Kazakhstan to Romanian companies to participate in the industrial development of the country is first of all 'a huge opportunity for Romanian companies.'

'This is about a long-term project for which 50 million US dollars have been earmarked, a project that will allow Romanian quality companies to expand business in Central Asia and transfer experience and know-how from the Romanian industry,' said Basescu.

Kazakhstan, he added, is Romania's most important foreign trade partner in Central Asia. 'The figures President Nazarbaev mentioned - 800 million US dollars in trade in 2009 - were strongly affected by the ongoing global economic crisis. In 2008, we were virtually very close to reaching 2 billion US dollars in commercial exchanges,' he added.

The President underscored that Romania perfectly understands Kazakhstan's need to open its exports to the huge market of the European Union, a market of 500 million citizens. 'That is why within the partnership between Romania and Kazakhstan the use of Romanian infrastructure - the Constanta Black Sea port, the railway system, the roads and particularly the Danube River - which crosses the EU and links to the North Sea through the Rhine - is a solution for Kazakh goods reaching the EU,' said Basescu.

In his turn, President Nazarbaev said that there are 35 companies running on Romanian capital in Kazakhstan. A contribution to the development of the legal basis for cooperation between the two countries, he said, was brought by the signing on Tuesday of intergovernmental economic cooperation agreements in the areas of tourism, as well as other documents.

The Romanian-French Dacia-Renault Group on Tuesday released the Duster, its first SUV, at the 80th edition of the Geneva Motor Show.

The company's product manager Beatrice Foucher says that two years after the release of Sandero, also at the Geneva motor show, Dacia returns with Duster, the only SUV for a price of a city car.

For a start, Dacia Duster will be traded in Europe, Turkey, Algeria and Morocco, and starting June the automobile will become available under the Renault brand in Ukraine, Israel, Jordan, Syria, Lebanon and Egypt and some African countries.

The new model will be manufactured at the group's factory in Curitiba, Brazil, which is also manufacturing the Sandero, Sandero Stepway and Logan models.

In Romania, Dacia Duster, the sixth model of the Romanian-French automobile maker Dacia, will be avialble for between 10,500 euros - the 4X2, 1.6 and 105HP version - and 15,600 euros - the Laureate 4X4 1.5 dCi, 110HP version, according to the company.

The less expensive version is a 4x4 model equipped with a 105HP engine running on gasoline. Its selling price will be 10,500 euros, all taxes included. The price for the same version equipped with a diesel engine and full options equipping reaches 13,800 euros.

The Duster 4x4 model will be available starting at 12,300 euros, all taxes included, for a version equipped with a 1.6 105HP engine, running up to 15,600 euros for the 1.5 dCI 110HP diesel model.

Duster is said to be almost 5,000 euros less expensive than its competitors.

The first SUV in the history of Dacia may also be acquired under the car scrappage programme in Romania that this year started on February 18.

According to the official presentation, Dacia Duster is a tough, reliable and easy-to-use 4x4 aimed at motorists seeking an everyday car with genuine off-road ability.

With a length of 4.31 metres and a width of 1.82 metres, Dacia Duster is very compact. Its proportions ensure that it is as at home in built-up areas as it is off the beaten track. While it clearly belongs to the world of all-terrain vehicles, Dacia Duster displays attractive lines, reads the official presentation.

From the front, it exudes an impression of toughness: the wide wheel arches, the imposing lines of the chrome grille and the sump guard clearly emphasise the 4x4 DNA of Dacia Duster. Seen from the side, the high ground clearance, clearly defined wheelarches and protective mouldings encourage the driver to tackle even the toughest roads and tracks.

With the Look Pack, owners of Dacia Duster can enhance the vehicle's good looks. This pack includes 16-inch aluminium alloy wheels, roof bars, extra-tinted rear glass, and satin-finish chrome exterior mirrors, front and rear skid plates, and sills. A comprehensive range of accessories (including broad door protectors and styling bars) will complete this unique look.

Dacia Duster can comfortably seat up to five adults and offers both front and rear occupants the same amount of space as the Dacia Logan saloon. Dacia Duster's boot capacity - up to 475 cubic metres VDA (depending on version) - is also very competitive given the vehicle's compact dimensions. With the rear benchseat folded, Dacia Duster offers an impressive carrying capacity of up to 1,636 cubic metres VDA (depending on version).

Dacia Duster benefits from Renault's acclaimed expertise in the area of safety, Dacia's 4x4 features Bosch 8.1 ABS, as well as EBV electronic brakeforce distribution and emergency brake assist.

Dacia Duster is the brand's first vehicle to feature ESC as an option on certain versions, as well as CSV understeer control and ASR traction control. This option also allows torque to be transferred away from a spinning wheel in 4x4 mode to improve traction when diagonal wheel spin occurs.

Official Dacia estimates indicate that the Duster SUV output this year could make up 20 percent of Dacia's Romanian factory's production, that is more than 60,000 units, ranking third in terms of volume after Sandero and Logan Sedan.

President Traian Basescu has arrived on Tuesday in Astana, the Capital of the Republic of Kazakhstan, for a two-day state visit.

At around 15.00 p.m. - local time the head of Romanian state will be met at Akorda Palace, within an official ceremony, by the President of the Republic of Kazakhstan, Nursultan Nazarbaev. Tete-a-tete talks and talks with the participation of the two official delegations will follow, as well as press declarations.

In the evening, Nursultan Nazarbaev will offer an official dinner in the honor of the head of the Romanian state.

On Wednesday morning, President Traian Basescu will have a meeting with the Parliament's Chairman, U.B. Romania wishes to attract Kazakhstan into the projects on oil and gas transit to Europe, announced on Tuesday President Traian Basescu ahead of his official visit to this country.

"As for the bilateral economic cooperation, especially in energy field, we have in view to attract Kazakhstan to the trilateral project Azerbaijan -Georgia - Romania referring to the oil transit to Europe, as well as in the natural gas transit to Europe", stressed Traian Basescu in a statement given on "Henri Coanda" International Airport.

He explained that this supposes Kazakhstan's participation in the Pan-European Oil Pipeline Project - PEOP, as well as in the project related to the development of two liquefied gas terminals in Georgia and in Constanta.

The head of state specified that the goals of his visit to Kazakhstan are connected, on one hand, to the consolidation of the bilateral cooperation framework and, on the other, to the economic cooperation development, especially in the energy field.

As for the strengthening of the bilateral framework between Romania and Kazakhstan, Basescu pointed out that on this occasion a series of agreements will be signed in the fields of economic cooperation, cooperation in the justice field, an agreement on the mutual protection of investments, another on cooperation in the field of tourism and one on cooperation in statistics field.

President Traian Basescu pays on Tuesday and Wednesday a state visit to the Republic of Kazakhstan at the invitation of his counterpart Nursultan Nazarbaev.

His visit agenda includes meetings with the President of the Republic of Kazakhstan, Nursultan Nazarbaev, Chamber of Deputies Speaker Ural Muhamedjanov, as well as with representatives of some Kazakh and Romanian companies, as KazMunaiGaz, Petrom Kazakhstan and Rominserv Kazakhstan.

The National Hydrology and Water Management Institute has issued orange code advisories warning about rises in the river flows that exceed the warning and flooding levels.

The warning regards the Danube basin downstream the southwestern Iron Gates Hydropower System in the Gruia-Zimnicea sectors, the counties of Mehedinti, Dolj, Olt and Teleorman throughout March 6, 06:00 hrs, local. Yellow code warnings stay in force for the town of Cernavoda, Constanta County, and the town of Isaccea, Tulcea County, in relation to the Danube River.

Yellow code advisories were also issued in relation to the Danube River for the southeastern portions between the counties of Giurgiu and Braila, as well as the southern portions in the counties of Giurgiu, Calarasi, Ialomita, Constanta, Braila and Tulcea.

The Olt Water Management System has reported that the Danube on Monday was 20 cm past the flooding level at Corabia, at 570 cm, while the river's flow reached 11,200 cubic metres a second, twice the usual flow.

The Danube was also up one centimetre past the warning level near the Giurgiu Port and the slight rise trend continued into the day.

Danube monitoring specialists say that the Danube is now 571 cm high, one centimetre past the warning level in this sector, while the flow there is 11,100 cubic metres a second.

The Danube sector in Giurgiu County is included in the yellow code advisory as the river is likely to overflow.

The local county authorities have reportedly taken the steps to set up round the clock services at the mayoralties of the Danube riparian localities, to get emergency volunteers involved and the public early warning means working.

Director of the National Weather Administration (ANM) Ion Sandu has recently stated that temperatures throughout March 3 are forecast at 15 degrees Celsius, the highest, while rainfalls should not exceed 10 l/square metre, which should cause no problem.

On Thursday and Friday, temperatures are forecast to go down in the western parts of the country and the entire mid-basin of the Danube, with the weather turning wintry.

For March 7 and March 9, rainfalls of 15-20 l/square metre are expected in the mid-basin of the Danube. AGERPRES

The Danube's water level has continued its latest growing tendency in the Teleorman County (south), attaining 571 cm, namely by 21 cm above the flood quota (550 cm), in the area of the Turnu Magurele harbour, Water Management System (SGA) data say.

The flood alert quota of 530 cm is also exceeded at the other hydrologic measurement point located at Zimnicea (Teleorman County), where the Danube's waters are 605 cm deep, and the flood quota being here 610 cm.

No special problems have been reported, so far, in the dammed areas of the Danube Meadow, where it continues the implementation of the measures stipulated for the first stage of the county floods defense plan.

Teleorman County's SGA, the Romanian Land Reclamation Authority and the local commissions for emergency situations in the Danube riparian localities are under alert, the situation being permanently monitored in the flood risk areas. AGERPRES

The National Institute of Hydrology and Waters Management in Bucharest issued a hydrological warning against increased rivers flows and floods.

The warning is valid for the Danube basin, downstream the Iron Gates Hydro Power System, over 6 a.m. on Feb. 28 till 6 a.m (local time) March 6.

Thus, a yellow code has been enforced starting 6.a.m. Feb 28, on the Danube, Gruia-Zimnnicea sector (in counties Mehedinti, Dolj, Olt and Teleorman - south-west and south) and the yellow code continues on the Danube, at Cernavoda, Constanta County (south-east) and Isaccea, in Tulcea County (east).

Likewise, a yellow code is enforced starting 6 a.m on March 1 in the Giurgiu - Baraila segment of the Danube, namely in countries such as Giurgiu, Calarasi, Ialomita (all in southern Romania), Constanta, Braila and Tulcea (east). AGERPRES

Romania's goal - after the Lisbon Treaty has taken effect - stays to become a beneficiary of the European integration, head of the European Affairs Department (EAD) Bogdan Manoiu said on Friday.

According to him, such a goal can be achieved by an effective involvement in the European decision-making and by reflecting Romania's development interests in the public policies drafted in the European Union.

Manoiu told a conference dedicated to the enforcement of the Lisbon Treaty that the Romanian priorities are linked to the EU developments, but they also reflect concrete national interests.

'They include the stepped up reforms of the judicial system, the accession to the Schengen zone in March 2011, a more vigorous tax consolidation for Romania's accession to the euro zone in 2014/2015, the integration of the climate change aspects in the main national policies and the safety of energy supply and power infrastructure by means of the strategic projects', the Department head said in a release to Agerpres on Friday.

As far as Romania is concerned, Manoiu said, the stake consists in outlining a coherent development model that should ensure both the re-start of the economy by taking into account the environmental and social integration objectives and getting prepared to avoid fresh downturns.

In the opening of the event staged by the EAD, the Romanian Society of EU Law, the Romanian Judiciary's Union and the Centre for European Law Studies, Manoiu cited the main institutional changes brought by the Lisbon Treaty, that took effect on Dec. 1, 2009. He also highlighted the Treaty impact on the EU policies and explained the role the EAD has as the main guarantor that the Lisbon Treaty provisions are observed and implemented on a national level.AGERPRES

[2010-02-26 08:40:04]Emil Boc: Romania and Bulgaria are partner states and not competitors within EU

Bulgaria and Romania on Friday signed a memorandum of understanding concerning a 2010-2013 Cross-Border Cooperation Programme and a memorandum concerning the establishment of an operational air space bloc.

The first document was signed by Bulgarian Minister for Development Rosen Plevnaliev and Romanian Development Minister Elena Udrea. The second was signed by Romanian Transport Minister Radu Berceanu and Bulgarian Transport Minister Alexandar Tvetkov, in the presence of Romanian Prime Minister Emil Boc and Bulgarian Prime Minister Bojko Borisov.

The 2010-2013 Cross-Border Cooperation Programme has been earmarked a budget worth 256 million euros, 85 percent of which is provided from the European Fund for Regional Development.

Under the second memorandum, the two countries are lying the foundations for an operational air space bloc that will allow any of the two countries to manage the air space of the other in an emergency. The document also simplifies the legal procedures connected to the management of the two countries' air space. AGERPRES
